Election of Officers

Any member who secures the highest votes among the candidates stands elected and will be announced at the general meeting as the winner for the post.

The President shall have a casting vote in the cases of equality of votes, except at general elections.

Election into the Executive Committee shall as much as possible reflect a spread of the Senatorial zones and the Local Governments of Anambra State.

Any member who secures nomination and is supported can stand as a candidate.

A bye-election shall be held for any vacant office at any time of the year as may be determined by the general meeting.

Election must be held not latter than one month after the Annual General Meeting in April after a notice of election must have been circulated in writing at the February and March meetings of the election year of every three years.

Tenure of office of an officer of the Association shall not be for more than three years. An officer can be re-elected after the expiration of his tenure, once, for the same office. Election for each officer shall be conducted separately.

Election of officers who filled valid nomination forms will be conducted by a returning officer and shall be by secret ballot. Any qualified member duly nominated with an election form and is qualified for an election, if unchallenged by any other candidate or returned unopposed shall be deemed elected.

In the event of a tie, the Returning Officer shall exercise a casting vote.

Eligibility To Vote and Hold Office
- Only representatives of Town Unions and founding members who are in good standing and up to date in payments of dues, subscriptions and levies shall be eligible to vote or be voted for at the elections and or hold office in the Association.
- Each member Town Union shall be entitled to two votes at election.
- Only members representing their Town Unions shall have the right to vote or be voted for.
- Non financial members shall not be allowed to participate in voting on the Election Day or take part in any form in the elections. A special identity card or form duly signed by the President and the Financial Secretary shall be issued to all financial members to enable them enter the voting area on the Election Day and/or participate in the elections, unless the members by a simple majority vote otherwise on the election day.
Handing Over
- One Returning Officer shall be nominated by the outgoing Executive Committee by a simple majority and presented to the general meeting for approval he will preside and conduct the election of officers. The returning officer shall have power to appoint a maximum of three members to assist him.
- A returning officer can contest an election, but shall not preside over that particular election of which he is candidate. In the event of a returning officer being nominated as a candidate in an election, he shall seize to be retuning officer and the general meeting shall nominate another returning officer for that particular election.
- The returning officer shall formally declare the vacant executive offices and the office of contestants for which election is being conducted before election.
- In the event of an officer(s) relinquishing his/their executive office(s), a hand-over of all the Association's property in his/their possession must be prepared and signed by the affected officer(s) within two weeks after relinquishing the office(s) to enable the incumbent officer(s) start off before the proceeding general meeting.
- In the case where the officer(s) cannot hand-over as stipulated due to emergency call or other unavoidable reasons, the Association will examine the circumstance behind the lapses and recommend appropriate action.
- The outgoing Executives shall start and conclude the meeting in which the election was conducted and will handover to the incoming Executives at the next Executive meeting following the month of election for the officers not retained, the newly elected officers will start presiding from the next general meeting date after a joint handover executive meeting, that will be presided over by the last executive president.
