- Officers elected into the Executive Committee shall serve an initial period of three years from the day they are elected, and shall thereafter be eligible for re-election, for the same position and for a second and final term of three years.
- Upon the dissolution of any Adhoc Committee due to expiration of time or due to poor performance in their given assignment, the head of that Committee with their members shall render account of their stewardship to the Association and submit all the assets and financial records of the Committee to the Association.
- The Committees obligation in respect of accountability shall temporarily cease when the General Meeting has accepted the report of their activities, until their financial report are audited. The Committee can render its account to the board of trustees, where there is no executive committee in place.
Vacancies
- Any vacant position in the course of the three years, may be filled by a bye-election at such general meeting of the Association as may be determined by the Executive Committee and approved by the General House.
A position can be declared vacant if the office holder
- Resigns from office willingly or is advised to resign by the Executive Committee by a 2/3 majority vote at the Executive Meeting
- Becomes incapacitated in any form.
- Is officially declared as bankrupt
- Is convicted of a criminal offence involving dishonesty a court of competent jurisdiction.
- Is recommended for removal by two-third (2/3) majority of members present at any General Meeting of the Association.
Removal From Elective Office
To remove an officer of the Association
- A motion to that effect shall be moved by any representative of a member Town Union at a general meeting, and supported by not less than two other representatives of other Town Union members. The accused officer will be given at least the next meeting to put up a defence of this position
- A counter motion shall also be moved if need be the Officer shall be removed by simple majority vote in favour of the motion.
- An officer of the Association can be removed if he is accused of persistent mismanagement of resource, administrative incompetence, public scandal, flagrant violation of the Constitution or if he falls short of expected standard of an officer of the due Association to constant complaint. Upon the submission of a vote of no confidence on the officer accused, supported with evidence in writing to the Executive Committee, the Committee shall critically examine the accusation by inviting the parties to a deliberation on the issue, after which the Committee will rule and communicate the ruling to the General House for approval and confirmation.
Suspension
- Any officer who refuses to abide by this constitution and/or found guilty of (30.6) above and further deliberately keeps away from attending meetings and functions of the union shall be visited in his home by a sub committee appointed by the Executive Committee so as to obtain from such a person the reason for failure after which the person shall be suspended by a simple majority decision of the Association's Executive Committee.
- Any appeal on this suspension shall only be entertained in the General Meeting and decided by a simple majority vote, in addition to paying the fine as stipulated above and the association shall be notified to carry out the disciplinary measures as above.
